  1.0  Introduction


The Anti-Corruption Commission (ACC) is mandated by law to spearhead the fight against Corruption in Zambia.  The ACC's 2004-2008 Strategic Plan, developed in accordance with national priorities, identifies the creation of a National Anti-Corruption Policy as a key output.

  

ACC has conducted extensive research into the effectiveness of such stratgies elsewhere, and is satisfied that strategies based on the appointment and training of officers who should form Integrity Committees in public and private organisations are effective.


2.0  What is an Integrity Committee

   

Each organisation should be responsible for preventing corruption from occurring within its sphere of control.  The role of the Anti-Corruption Commission will be to provide assistance and advice to those organisations which introduce preventive measures and to provide investigation and prosecution service when corrupt practices become apparent.


Integrity Committee (IC) members are individuals who are tasked with taking steps to prevent corruption within their organisation's sphere of control.


3.0  The NRFA Integrity Committee

The NRFA Integrity Committee was sworn in by the Secretary to the Cabinet on 9th October 2010.  Thereafter, it went through an Induction Training Programme which was conducted by the Anti-Corruption Commission from 9th to 20th October 2010 in Siavonga.

b)  National Anti-Corruption Policy and the Implementation Plan

c)  IC Initiative for Zambia

d)  code of Ethics and Ethical Dilemmas 

e)  Work Process Re-engineering 

f)  Service Chater
