Road Management Initiative (RMI)
Since independence in 1964, emphasis was on building new roads countrywide. There was no maintenance regime in place, aggravated by support to liberation struggles. The road asset value in the 1970s was US$2.3 billion. The asset value shrunk to about US$1.5 billion in early the 1990s and only 20% of road network was in good condition. Zambia had no money for rehabilitation/maintenance.
The watershed in Zambia’s road sector reform development came when the Government joined the World Bank sponsored RMI under the auspices of the Sub-Saharan African Transport Programme (SSATP) in 1993. A Road Maintenance Policy Reform Seminar was held between 16 and 19 February 1993 at the Mulungushi International Conference Centre in Lusaka, to which high level representatives of key stakeholder ministries and donors were invited. At this seminar, a set of recommendations (10 point action plan) were made as follows:
1. Introduction of road tariffs to generate additional funds for maintenance (Fuel levy)
2. Establishment of an autonomous Road Fund
3. Establishing a Highway Authority
4. Establishment of a Board of Management (Board of Governors) – Boards in place
5. Establishment of an Interim Steering Committee to manage the Road Fund (ROADSIP Steering Committee in place)
6. Development of administrative, technical and business environment to involve private sector (started with Boards, contracts, PPP)
7. Options for efficient use of Government plant and equipment – private sector involvement (Force accounts reduced)
8. Substantiation of increased use of labour based methods (ongoing)
9. Establishment of new conditions of service and employment – attract qualified personnel (RTSA, RDA, NRFA)
10. Study and establishment of a training organisation – National Council for Construction created
Road Sector Investment Programme (ROADSIP) was established in 1998
The above policy initiatives to manage the roads on a fee-for-service basis and to increase efficiency in the use of resources in the sector through the adoption of commercial practices and procedures in contracting and implementing road works were embarked on with the approval of the Transport Policy in May 2002.
The NRFA Board reports to the Committee of Ministers on RMI on matters relating to policy issues. The Committee is chaired by Ministry of Communications and Transport. The following is the composition of the RMI Committee:

ROADSIP Steering Committee
The ROADSIP Steering Committee was constituted as an inter-ministerial committee in 1998 primarily as a link between World Bank supervision missions and GRZ in the coordination of ROADSIP with the blessings of the Committee of Ministers on RMI. The ROADSIP Steering Committee comprises the Components Managers of the Road Sector and is chaired by NRFA.
Specific functions of the ROADSIP Steering Committee are as follows:
i) Acts as a technical link between Donors and GRZ – prepares ground work for ROADSIP supervision/review missions by Donors and GRZ
ii) Reviews ROADSIP projects implementation and reports to GRZ on regular basis
iii) Advises implementing Agencies on matters affecting progress in the implementation of each component (project) under the programme technically and financially and
iv) Reviews budgetary allocations to various components of the programme to facilitate efficient and timely utilization of available resources under each project.
