2 The Road Traffic Act No. 11 of  2002

3 The Public Roads Act No. 12 of  2002
An Act to establish the Road Development Agency and to define its functions; to provide for the care, maintenance and construction of public roads in Zambia; to regulate maximum weights permissible for transmission on roads; and to provide for matters connected with and incidental to the foregoing.  The Public Roads Act was amended and assented to (Sections 63, 64,65, 66 and 67) on 12 May 2006. 4 The National Road Fund Act No. 13 of 2002
With the approval of the Transport Policy and legislative reforms being processed - a Task Force was appointed to prepare various bills for the creation of new Road Sector Institutions. The bills were approved by Parliament on 18 December and have since become Law after His Excellency the President's assent to these bills.  However the An Act to amend (Sections 16 and 17) the National Road Fund Act was assented to on 1 April 2006. .....Download full act  Download Amended National Road Fund Act .  

A Statutory Instrument  (SI No 16 of 2008) to bring 100% of the weigh bridge charges, toll charges and entry fees collected under the provisions of the Road Traffic Act to the Road Fund was assented to on 24 January 2008. 5 ROADSIP II Final Bankable Document & Financial Strategy Report
The Road Sector Investment Programme (ROADSIP) is a ten-year programme (1998-2008).  The principal objectives of the programmes are to:  improve the condition of a core network of roads; strengthen the management of the road sector; create employment opportunities; improve road safety; improve environmental management; improve rural transport services; and improve community roads.  This document presents the results of a study that was undertaken by Deloitte & Touche a Consultancy Team to identify  the way forward and formulate an action plan for the next ten years of the Programme (ROADSIP Phase II).

6 Seminar on Road Financing Procurement of Maintenance Contracts Held on 8 & 9 November 2005 at the Taj Pamodzi Hotel, Lusaka - Zambia
The government of the Republic of Zambia restructured the Road Sector through Acts of Parliament that ushered in three (3) Road Sector Agencies, namely Road Transport & Safety Agency (RTSA), the Road Development Agency (RDA) and the National Road Fund Agency (NRFA).  In a quest to provide quality delivery service to the road sector, the 3 agencies jointly hosted a seminar on Road Financing and Procurement which was held on 8 to 9 November 2005 at the Taj Pamodzi Hotel.  The objectives of the seminar were: to build capacity in the road sector; to exchange  experiences with colleagues from other countries and to provide an enabling environment  for the 3 agencies to interact  Presentations to the seminar were made by the following speakers:
1)  Prof. Ian G Heggie, International Road Federation Counsellor - University of Birmingham, UK
2)  Mr Shakespeare Masiza, Former CEO Namibian Road Fund Administration

Road-User Charges (RUC) Review and Implementation Study Workshop Held on 18 June 2007 at Holiday Inn, Lusaka
As a follow up to  proposals and recommendations to enhance and expedite procedures for implementation of Road Fund revenues and expenditure controls, National Road Fund Agency appointed SweRoad in association with Africon to review and implement the  Road User Charges study.  To that effect, the Road User Charges Review and Implementation Study Workshop financed by the Nordic Development Fund was held on 18 June at Holiday Inn in Lusaka.  The workshop's main  purpose was to inform all stakeholders of the findings of the study and to obtain valued inputs.  Download Draft RUC Final Report    Download Annexure A for the RUC Study
7 Road-User Charges Interim Implementation Study - Stakeholders' Workshop held on 5 December 2006 at Taj Pamodzi Hotel, Lusaka 
As a follow up  to  review the road-user charges identified as consisting of fuel levy, transit tolls, weigh bridge fines, registration  fees and license fees because currently fuel levy remains the only source of revenue for the Road Fund.  Therefore in order to broaden revenue to the Road Fund mainly for the successful implementation of the 10-year Road Sector Investment Programme Phase II ( 2003-2013) and for the smooth operations of the three Agencies (National Road Fund Agency, Road Transport and Safety Agency and Road Development Agency), a Consultant Mr Allan Kennaird of New New-Zealand was engaged by the National Road Fund Agency to undertake the Road User Charges Implementation Study and thereafter make proposals and recommendations to enhance and expedite procedures for implementation of National Road Fund revenues and expenditure controls in Zambia early in 2007.  To this effect a  workshop on Road-User Charges Interim Implementation Study for stakeholders was held on 5 December 2006 at Taj Pamodzi Hotel.  Download Final Report to view recommendations and action plan

10 Environmental, Technical and Operational Guidelines
A series of studies (1995-1986) initiated by road maintenance initiative and supported by the world Bank have shown that priority environmental concerns associated with road rehabilitation and maintenance programs in Zambia that may arises if mitigation measures are no put in place. 16 Fuel Levy What Value it Adds to the Country's Road Network
The NRFA was created in 1994 following the resolutions of the Mulungushi Conference in 1993.  That conference  recognised that Zambia's roads (in common with most of sub-Sahara Africa) were suffering the effects of years of neglect of maintenance. A backlog  of maintenance and rehabilitation had grown up which would require a major programme of investment  to redress.  It was clear that external financiers were willing to assist, but only if the future maintenance of rehabilitated roads was assured, to break out of the cycle of rehabilitation followed by neglect.  The Road Users too were willing to pay - fuel levy.....

17 National Road Fund Agency - Planning, Implementation and Payment Processes
The National Roads Board, being merely a financing agency is normally involved towards the end of each of the three process.   All planning for works or programming for works to be undertaken each year, the implementation of approved works programmes and payment for works executed (usually through contracts) are initiated by road agencies.  The National Road Fund Agency does not make unilateral changes to any of the above processes but advises road agencies for changes where necessary to attain adequacy and appropriateness in programmes, transparency, efficiency and quality in implementation and accountability in payments to be made.  This has been the cornerstone and hallmark of the operations of the National Road Fund Agency as the custodian and representative of the roads-users since its inception.

18 Zambia Road Network Condition
The  general objectives of ROADSIP are: bringing a core road network into maintainable condition, bringing condition of network to 50% good and 10% poor or all types of roads, strengthening technical and managerial capacity of road agencies, creating 30,000 new jobs, reducing road accidents by at least 20% and providing an environment for improved road transport services.

Minister of Communications and Transport, Honourable Bates Namuyamba, MP and Minister of Works & Supply Dr L Sondashi, MP, together officially launched ROADSIP II on 4 October 2004 at Mulungushi International Conference Centre, Lusaka.  This was followed by a seminar to disseminate the roads work Plan for 2005.
